Cora Verlag was founded in 1976 as a joint venture of the German Axel Springer Verlag AG and Harlequin Enterprises Limited to publish Mills & Boon, Harlequin and Silhouette titles translated into German. Axel Springer Verlag is one of the largest German publisher of newspaper and magazines and the Cora titles are distributed via newsagents as booklets without an ISBN.

Axel Springer Verlag established a branch in Hungary to publish the Cora - aka Harlequin Enterprises Limited titles - translated into Hungarian.
